I'm going to say C as A and D are both wrong with the semicolon. It should be a comma

OA should be C.
Option A is a sentence fragment, as after the semicolon, we have dependent clause in the sentence. A dependent clause can not stand on its own. It should always be followed by an independent clause.
Option D is wrong for the same reason as mentioned above.
"Should not be in a position of" is awkward and wordy in option B. So wrong.
Option E is wrong because "responsible to" is unidiomatic.

D cannot be the answer because we need present tense and not Past Tense.
