State colleges have lower tuitions than do private colleges because many of
their operating costs are covered by federal and state funds.
Which of the following inferences is best supported by the statement made
above?
A. Private colleges have higher operating costs than do state
colleges.
B. Many more people matriculate at state colleges than do at
private colleges.
C. Tuition fees and operating costs are directly related.
D. the cost of attending state college is always more than the cost
of
attending private college.
E. If private colleges are to lower their tuitions , they must receive
outside support.

I pick C
The stimuli is saying that SC tuition < PC tuition because parts of the operating costs of SC are covered by some organizations(are covered, not important here how).
So it is delineating that these operating costs aided by these organizations are subtracted from the tuition so the tuition itself is lower in SC than in PC.

I think as again it is an inference question the answers are not correct facts by default and the inference should be mentioned in the passage. The higher operating costs or lower operating costs are not mentioned anywhere. The only facts that we have are lower tuition of SC. and Helps of federal and state funds to cover SC's operating costs. and the first sentence is followed by a clause containing because. so the inference should be around these topics. the A is not mentioned anywhere in the stimulus.
maybe I should have used the word subtract because I just wanted to say that it is helping to cover some costs of tuition.

A. Private colleges have higher operating costs than do state

B. Many more people matriculate at state colleges than do at

C. Tuition fees and operating costs are directly related.
D. the cost of attending state college is always more than the cost
of
attending private college.
E. If private colleges are to lower their tuitions , they must receive
outside support.
Rule out A, B, D. A because they never talk about operating costs, B is irrelevant. D is also never even talked about or relevant to the argument.

Rule out E, this CAN be true but not Must be true.

C is a MUST be true.

The argument says low tuitions because operating costs are covered. Means operating costs and tuitions are related. so, MUST BE TRUE.

So C

You ask why not A.

If a Private college has OC $100
A public has OC $120 but gets $60 as funds.

Which one can afford a lower tuition fee.

Just answer this and you have your answer

I hope it helps!!

One more for C .

Blind Vision - E is not a better option compared to C . The premise says many opearting costs and not all operating costs . What if the private colleges limit their operation costs only to those that need no funding from an external source ?

There is no where saying all operating costs. I think you are solving it as it is a weakening question.
Why they must receive support(the must and receiving the help in E are not ever mentioned)
the answer should be based on the information in the stimulus.

E is incorrect because lower tuition would mean lower profits and not outside support.
The argument clearly gives a connections between Tuition fee and operating costs. And never betwenn Tuition and outside Support.
