I pick C
The stimuli is saying that SC tuition < PC tuition because parts of the operating costs of SC are covered by some organizations(are covered, not important here how).
So it is delineating that these operating costs aided by these organizations are subtracted from the tuition so the tuition itself is lower in SC than in PC.

I think as again it is an inference question the answers are not correct facts by default and the inference should be mentioned in the passage. The higher operating costs or lower operating costs are not mentioned anywhere. The only facts that we have are lower tuition of SC. and Helps of federal and state funds to cover SC's operating costs. and the first sentence is followed by a clause containing because. so the inference should be around these topics. the A is not mentioned anywhere in the stimulus.
maybe I should have used the word subtract because I just wanted to say that it is helping to cover some costs of tuition.

C is a MUST be true.

If a Private college has OC $100
A public has OC $120 but gets $60 as funds.
Which one can afford a lower tuition fee.
Just answer this and you have your answer

There is no where saying all operating costs. I think you are solving it as it is a weakening question.

The argument clearly gives a connections between Tuition fee and operating costs. And never betwenn Tuition and outside Support.
