Snakes and Lizards

First Test : Subject - Verb Agreement
Since the verb after the blank has "were", the subject has to plural, so the sentence must start with "Snakes"

Second Test : Parallelism
Snakes' appendages need to be compared with the lizard's appendages, so the 4th option fits the bill.
