In this sentence, the author says that even though economic researchers are against the notion of medical practitioners overusing the expensive tents. The physicians may sometimes request for that the tests be conducted in order to avoid being sued.

Option A:- INCORRECT
This option is wrong because the use of 'to avoid' makes the sentence seems ambiguous

Option B:- INCORRECT
It is wrong because the sentence makes it seem as if the act of performing the test instead of the result of the test

The option is wrong because it changes the intended meaning of the sentence by saying that the performance of the test is what is necessary to avoid suing whereas the result of the test is what is necessary.
