This construction seems to imply that Take It Easy is the true winner only NOW -- two days AFTER the race.
Not so.
Take It Easy was the true winner TWO DAYS AGO, when the race took place.

Answer B has a couple of problems, although they might be tough to spot because that answer is written in "conversational english" (aka how people "talk"):
1) The commission "reviewed videotapes of THE RACE...." It's not clear what race the commission reviewed. The wording implies a specific race, but we're not told what that race is. From the prompt, we know that it's supposed to be the Indiana Derby, but this answer doesn't offer that information. If the sentence had stated "reviewed videotapes of A race", then this problem would not exist.
2) The "intent" of the sentence is that the independent commission did the review two days after the race. This information should be presented as something of a modifying phrase. Answer B does NOT do that, while Answer E does.

IMO the answer is E
first removed the options having "is the true winner" with "was"
only left with B and E as options
then in B they are suggesting that Take it Easy to be the winner and didn't confirmed after reviewing
