Sentence Correction q 1

Hello,

I've had some trouble figuring out how they arrived at the answer for this problem - I'd appreciate any help.

Question

Some people are of the opinion that the police is incapable of curbing crime successfully because they have limited power.

a) the police is incapable of curbing crime successfully because they have limited power.
b) because the police have limited power, they are incapable of curbing crime successfully.
c) the police are incapable of curbing crime successfully because they have limited power.
d) the police, because it has limited power, is incapable of curbing crime successfully.
e) having limited power, the police is incapable of curbing crime successfully.

My answer: C
Actual answer: B

While structurally B is a little better and conveys the meaning a little more clearly, there is nothing particularly wrong with C.

Conceivably one could argue that in C there should be a comma before "because", but an official GMAT question would not use such a simple missing comma error as the only decision point for eliminating an answer choice.

So this question is not well written.
