IMO D

From statement 1)--- The tenth digit of 10d is 7
=> 10d = 0.7x
=> d = 0.07x
=> hundredth digit is 7
Hence sufficient

From statement 2)--- d/10 = 0.007x
=> d = 0.07x
=> hundredth digit is 7
Hence sufficient
