ie: The teacher was late because his car broke down. <-- correct
The teacher's car broke down and that is why he was late. <-- incorrect

A is wrong b/c "chemical be prohibited from sale to other countries" should be "chemical be prohibited from being sold to other countries", needs to be passive voice.

"be prohibited from" is OK because "directive that..." can be subjunctive.
