Isn't the formula for remainder questions:
Divisor = Dividend*Quotient + Remainder?
Excuse the terms I wrote if they are not accurate, but you get the idea if you plug the formula in for this problem.

I don't know if this is just coincidence, but I actually got the answer this way - 198/3 = 66 (i chose 198 because it's the first number counting down from 200 that's divisible by 3) 66/2 = 33 (i figure that half of those 66 numbers will be divisible by 3).
