First of all, GMAT score is not everything when applying for non-indian B schools, which has stringent CAT criteria. And 630 is not that bad but its not that great as well. Reading the line after bolded one, "because .." tilted by opinion towards C, but the bold statement itself states "in Fact", which sounds like a deliberation to me and hence going with A.
