'Has' is correct because 'proportion,' like 'number,' is singular. It doesn't matter that the nouns that come after it are plural.

The difference between 'bring' and 'take' has to do with the location of the speaker. If he is at the post office, he should say "bring it [to me] at the post office." If he is not at the post office, he should say, "take it to the post office."

There are two ways to say this idiom: " [subject]X rather than Y" and "rather than Y, [subject] X"

That is, "Christopher sailed rather than accept" is the same as "Rather than accept, Christopher sailed."

We only use 'an' when the next sound is a vowel sound. 'Honest' begins with an 'ah' sound, so takes 'an' before it. 'Only' begins with an 'oh' sound, so also takes 'an.'

'Once,' on the other hand begins, with a 'wuh' sound, and so doesn't need 'an.'
