They are very clear that they only want a page. You should look at your first draft as a brain dump and then create an outline that answers the questions they are asking. Keep it very concise and specific.

You can apply to any of the schools online. Many will want you to have an interview, and they often have the option of one in your place of residence. Some prefer in person at the school though. You should email the school directly.
