I wouldnt say "should" should be avoided on GMAT but yes I would prefer milder language to a stronger one...Moreover, here, an infinitive would definitely do a better job..

@atulmangal I agree with you.. I overlooked "are" ... However, I can put forth one more question which is bothering me... Suppose, there was "are" in B..then How would you choose between B and D.. Do you know any rule for clauses starting with proposition "with"? Thanks...

Until now I used to think the only difference between Brit and American English is Spelling & pronunciation.... :)... Different grammar rules for each is something new to me, considering the fact that "English" as a language came from the Brits :)
