E would not be answer because, author is not just presenting historical overview of third world economic, he is presenting strategies employed by first world countries and author is more optimistic about last strategy.

Initially i was confused between B and D, But, question is about ticket sales of airline tickets to foreign country. Only in case B we can see ppl are flying to country, in case of D refugees are flying out of country.
