The author is giving an example of a dorm assuming that this holds true universally. Hence, the assumption is that dorm represents the whole population.

The measure of success of the govt's policy of depends on the level of happiness of the poeple. If they are unhappy, certainly the success of the policy would be questioned. Therefore, i go with B.
