Yes. Open State of mind really helps. GMAT questions are difficult by design and they are meant to trap unless, you control your anxiety. A & B are OUT because they are WORDY.
C is VERB/Tense mismatch.
E is violating Cause-Effect Relationship. Officials were NOT taking action as and wehn birds were falling.

Exactly, then as per "C", #1 has a job offer by both Evco and Radeco.
So only assumption left is #1 or #2 were job-less before they applied to Evco OR Radeco.

Hence "E"

"if income averaging were not permitted" Then it voids the facts given in para. Although it is NOT clear how total taxable income is calculated, but 140% of avg of last 3 year taxes is GOOD. Hence, More Taxable Income than prev years. (C) has 100%, hence (C)

Please See the question does NOT mention if their chairs and Tables are unique to each other. Hence, we can NOT name chairs as A,B,C,D..
& 5C2 * NC2 = 150.
=> N =6

Option "D" seems to be asking a question to main subject of sentence "supermarket industry". Better option seems to E.
