I would like to know the ONE used in choice C points to Cartographers or not. And is C incorrect because one is singular and Cartographers is plural.. ?? Please Help...

One more notable thing is that Among a group of things one thing is asked making it singular so correct starting word should be "was" not "were" making it 3-2 split and between the two B is better choice any day.
