q says how many of the times are MORE than one SD below the mean?
1 SD below the mean is 77.6
Now whatever times are more than 77.6 will fall in this category?

The correct use of pronoun reference,verb tense,and modifier make the sentence clear and easy to understand.
I think it should be makes and not make since the subject of the sentence is use.
I saw this sentence in the verbal OG.
