increasing amount of fines = increasing fines
increasing the number of fines means increasing the number of things that one can be fined for
D changes meaning

I would also go with B just because it sounds more idiomatic than D...but that is intuitive...what's the technical reason for D being incorrect?

tense- received/did vs had (received) :: simple past vs past perfect

past perfect required here as we are comparing 2 events that occurred in the past

B is incorrect because of subject verb disagreement.
trenches being the subject one must use plural verb "have" as in A, rather than "yields", as in B
