IMO A should be the answer, as this option shows that money in the special savings a/c is not increasing because SUBSTANTIAL no of people are withdrawing.D actually strengthens the conclusion as money in the special savings a/c is increasing as people are transferring additional funds

I chose C because the argument says.."The purpose of the proposed law requiring a doctor's prescription for obtaining hypodermic needles is to lower the incidence of drug-related deaths" C says...the law would not be helpful in lowering the incidence of deaths and hence does not achieve it...

A,C and D can be eliminated due to wrong tense.The context is in nineteenth century , so a past tense should be used.Past perfect ( had visited ) and present perfect ( have visited ) are wrong here.'that were forming' sounds wrong in B.

IMO D is the answer. A and E are out of scope.The argument is that strigent rules led to increase in more problems being reported.The missing link here is that airlines are now made to report the problems due to stricter rules.B and C talk about mech problems but not about reports. Whats the OA ?
