A choice, though uses its, appears to be too wordy.

I would go for (B).
B -> stands crisp, with the meaning unchanged.
E, I think, changes the meaning of the original sentence, by saying that the fees was required where in, the original statement says that fees was paid.
Please correct me should I be wrong.

D - says that 'as big as 30 foot long' ... We can't associate big with length..
I would for E, as 'it' clearly indicates the reference to the whale and not the 32 species.
