Sorry to say but the response sounds like you are attempting a Analysis of Issue as you provide examples to the failure scenarios and further provide explanation.

I may be wrong but the emphasis should not be on explaining in detail but rather list out and pinpoint the weaknesses of the argument.

None of the choices are sounding good..except the real usage.. as do the.. E would have been right if it was.. as the large, institutional investors do.

otherwise imo E is comparing financial health to large companies.. not the companies' fin health.

the feature compared here is the rapid development and not the country in itself.. so like england makes a comparision between development and country which is odd..so like that of refers to the proper usage of pronoun that as demonstrative pronoun.

the answer should be D as the modifier for small businesses should be near to what it is modifying. inspite of passive voice usage... the best one among choices would be D.

why being is wordy?

cite as an.. is the proper usage rather than cite an obstacle.

"being" changes the meaning in that it makes congressional passage as the concern.. whereas the concern is the second clause related to bank loans. also being is too wordy.
