Here is my solution:

A = (1/Y) / (1/X)

I read the explanations in the above link, but am still confused as to why the answer is not E.
The explanation states:
This is not making sense. What does this explanation mean?E: Had been. See, use had/had been when you actually need it.

Careless/Simple/Stupid Mistakes
I have been making a lot of really careless mistakes lately, and I mean really careless. Things like 5 * 6 = 36 or just changing a number halfway through a problem by accident.

A1: (Pi)*(r^2)
A2: (Pi)*(1.2*r)^2 = (Pi)*(1.44)^2
Using the formula:
(X2 - X1) / X1 * 100%
The Pi's & r^2 cancel so:
= (1.44 - 1) / 1 * 100% = 44%
