'which' modifies the nearest noun, or to say it better the one that touches it. So, no ambiguity in the sentence that you have given.

The whole Q stem talks abt FDA. Where is it lost in B? That rules it out.
IMO D. As argument says that though researches do the testing for the agents, but its FDA who finally passes it to marketplace. If they work closely with researchers, the quality of the agents can be maintained.

But I have a doubt.
What do u consider gold in prebanking, supply or demand.
If supply, then C is correct, as reduction in supply cause inflation.
If demand, then B is correct.
Thus the confusion.

The reason y E is wrong is :
it says "present and discussed as often as the weather was"
Break the sentence and you'll get:
"baseball was discussed as often as the weather was"
which is correct.
"baseball was present as often as the weather was"
which is incorrect.
