3^2019=27^673=(26+1)^673=26A+1^673
3^2019/3=(26A+1^673)/13 thus the remainder is 1
3^2020=3*3^2019 thus the remainder is 3
3^2021=9*3^2019 thus the remainder is 9
so m+n=12
