I fail to understand that with condition (a) how can we be sure that the parking ahs been for 6.1 hrs or 6.5 hrs or for 7.0 hrs. because the charge for the fraction of hr is also same as that of full hr. I think you have quated statements (I) and (II) for Q No. - 13 in the section 18 of 1000DS. For questino no. - 6 the statements are

(1) x is 50 percent of y.
(2) 0.1x = 0.05y

which are independently sufficient to answer the question.
