This question is just asking us how many ways can the three candidates be 'Arranged' from the 7 initial.
We can ignore the initial 5 selection completely. The arrangement is important here,

Choosing 3 out of 7 = 7C3
Arranging the three = 3! ways

Thus, (7! / 3! 4!) * 3 ! = 210

When,
m = 0, n = 20
m = 1, n = 16
m = 2, n = 12
m = 3, n= 8
m= 4, n =4
m=5, n = 0

But, n can also take negative values upto -20
So there will be
m= 6, n = -4
m=7, n = -8
m= 8, n=-12
m=9, n =-16
m=10, n =-20

Thus, there are 11 ordered pairs.

Let its original price be X.
So, 100% = X

If it's down by 30% then 70% of it is remaining.
So 70% of X is the price it got sold for.

Thus, 0.7X = 84
