had the same doubt.
however only two answer choices seem to qualify - c and d. both of which use "which" incorrectly. d scores over c because of the idiom "consider x y"

This ? is tricky. Author is hoping we pick subject as singular. However he establishes CLeaveland as communities --> plural subject.

In d are and its dont agree
Option e is really awkward and wordy.
