hey can someone explain why E is not correct? E seems to be correct as the progressive system because of its flaws takes less as tax compared to that from the poorest one. So then a flat tax rate would give the poor a fair chance compared to the progressive system

Might be long but this is how I did:
sequence: -1 1 2 1 -1 -2 | -1 1 2 1 -1 -2 | ..... period of 6
so 1000/6 = 166 and rem 4
sum of each period is 0, so sum = sum of last 4 terms i.e -1 1 2 1 = 3

7 XX = 9 - 1 (as 00 can't be since we are asked to find numbers more than 700)
7X7 = 9
77X = 9

similarly for 800 series and 900 series total are 27 and 27
so total = 27*3 - 1 = 80
