The question comes from Kaplan. I took it from the CD bundled with the book "GMAT Premier 2008".
I'm going to take the test in 1 week, and I'm happy that this question looks flawed and it's not that I'm nuts :p

I think the problem is not stated correctly
4^7 is the first segment
this is AT MOST one point in a line / segment, and a point is NOT a segment.
4^9 is the second segment.
