Is there any condition where: "show .. X .. to be" is ever correct in GMAT?

Look upon it from the Action (A) and Comedy (C) perspective. Imagine there are 5 time slots - "A" can take any one of the 5 slots, and "C" can take any of the remaining 4 slots. D occupies the remaining 3 slots and order does not matter. Hence the answer is 5 * 4 ?

What is the value of x/y?

I think I saw this DS question in a Kaplan book:

Q. What is the value of x/y ?

1. x - y = 14
2. 2x = 5y

The answer is "B", but i did not choose that as I did not
know whether or not x & y were non-zero. Hence did not
get x/y = 5/2. Is something wrong in my assumption?
