means "decide"
determine +whether clause
means "discover"
above things come from Oxford dictionary
in this sentence, only the meaning "discover" is logic and "wether" clause is correct

in B, "predicted" is correct. "did" can be used for action happening in a period in past

WHY a IS WRONG
in C, "combining" is correct because it takes the tense of main clause "was"
