I am not a big fan of this question's quality, but, of the options presented, D seems to be the most befitting. The question is trying to contrast between the need and the real situation. Good attempt, I'll have it given a 4.5 - 5. Just feel that you went off the track a lil in the opening para, being more prob specific can help. Other 3 points were good and crisp.
