I was between choice A and E. E is shorter choice and saying the same thing as A. Also, to make sure E has the same meaning I read the choice with the full sentence. E choice makes sense in a sentence.

1. I looked at if we need "that". My first clue was Believe that. Second was I replaced that with which and the sentence didn't work.

2. C doesn't make sense-meaning vise.

3. B makes sense and it is shorter than C.

Dear Mike,

Why D is not correct? I thought B is comparing maintaining dirt roads with paved roads. Isn't the sentence trying to compare cost to maintain dirt roads with cost to maintain paved roads?
