In this case, "reduce" and "aid" are not plural because you also have the auxiliary verb "may". This works for singular or plural subjects:
He may run the marathon tomorrow.

The present perfect "have fallen" would place the decrease in revenue after the past tense "announced". Because the revenue drop caused the announcement, this order of events does not work.

From the stem, you know that you're comparing .6A to 1.2B. If A=4B, simply plug in for A:
.6A = .6(4B) = 2.4B
2.4B is 200% of 1.2B.
Statement 2 gives you A in terms of B. Let A=20 and B = 5.
.6A = .6*20 = 12
1.2B = 1.2*5 = 6
12 is 200% of 6.
