Hi Mitch, I am just wondering why didn't you take incandescent bulb as x and florescent as y??
Why did you florescent to be 100-x?

Also, why don't we get the correct answer by equating these two equations:
Say, incan =x
and Floro =y
ad total bulbs be 100.

Therefore, .4x+.9y=80___(1)
and .6x+y=20

First off, I'd like to say that I'm not crazy about this sentence at all. That said, usually "if" is best left for statements emphasizing options available. In this case, obviously the farmers will want to control the pests, so there is no need to use "if" . Then again, I wouldn't consider it wrong...
