There is exception: I applied to ASU and asked the admission staff over the phone regarding such issue. She told me that as long as my application was submitted before the deadline, I'll still be considered for that round even if my recommendation was not completed until after the deadline is passed...
Just my 2 cents: you can also try tracking the experts/most active members here. I have to say I benefit tremendously by just reading what everyone has to say and their approach in solving the problems. It'll give you valuable insight in how to solve the problems efficiently and effectively
