I don't know why exactly B is wrong.
The if structure is not wrong.
However I don't find faults with E, but I am a bit suspicious to it. I assume that "without the support of political action committees" modifies "public office" and I think it might not be the intended meaning.

I would go with C.
Because each of the two statements can stand alone, so we need a ; between them, other wise there should be some connecting words like 'and', but answers with and are ambiguous in their second part.
