The "speaker" was the well speaker. Someone didnt hear the speaker and in this case that someone is "she"
Problem with A is that is seems as though the speaker didn't hear himself.
"she" is correctly placed next to the modifier, "not having heard clearly" in D

Pell grants is ONE of many programs that can help the "underprivileged". So as A says, if TOTAL spending to help them goes up, just because Pell grants goes down doesn't mean the gap between rich and poor increases.

The easiest and fastest method for me would be to chose and plug in a number. I let n=1 therefore in order for my avg to be 72% I would need a 74% on my next exam so only D gives the correct answer.
