I have got admits from Foster as well as Merage ....if scholarship amount is removed from the picture,which school is a better choice?

since Roger and John are fixed...
we see the possiblities fr the rest (2 subcommunites) = 4!/3!1! = 4 x 2 = 8

8/20 * 100 = 40 %
