In the second part of the statement, the subject is "Washington Redskins organization", so in the original statement "it was at the time" -> it refers to the organization... followed by "the highest value". So the organization cannot be a value. Hence it is incorrect. Eliminate A.

The same is the problem with B, D and E. The modifier after the comma has to modify the amount, has to talk about $952 million. And it is only option C which correctly does that.
