In this sentence, check the parallelism.

B- Problems in managing water and resources-there may be water problems, not necessary related with management of water.

C- Same as B

D- its wordy

E- Resource management maybe of labors etc...not necessary related to water. cotradicts original statement.

A is the best answer.

IMO 'B'

I am confused between A & B because in original sentence it says:

water and resource management problems

And is confusing to me whether management refers water and resource or just resource.

If it refers to both Water and Resource i would pick 'B'

A - incorrect - wrongly suggests that water will be at the head of list of issues.

B - incorrect - Problems of managing - is wrong.Problems in the management - is the correct usage. Further it should be water and other resources as resources includes water.

D - incorrect - wrongly says problems of water and problems of other resource management are at the head of the list.

E - incorrect - Resource management problems cannot include water. Resources can include water.

you are right, for example, Problems of people will be top priority.
Problems in the people, conveys a totally different message.


So, between B and C, C is the correct.

Also, we have to equate the things before and after 'AND', and each of them individually should make sentence work.

In A, B and D if we remove one part the other does not stand perfectly to make a sense.

This question is not all that elegant or well constructed. So in reading only the version using answer choice A, you may have difficulty seeing what, if anything, is wrong with it.

Still, there is some ambiguity created by the way A is worded.

One can interpret the sentence created using A as saying that the concerns include water and also include resource management problems. Does saying that water is a concern even really make sense?

Alternatively one can interpret the version as saying that the concerns include management problems. What kind of management problems? Water and resource management problems.

What makes the issue more clear is reading the other answer choices, which convey more clearly the nature of the concerns. For instance, the version created using C says "Problems in the management of water and resources..." There is no ambiguity in that version, and that version makes clear that water itself is not a concern. Rather the problems are the concerns.
