I would go with C.

If Proctors are least vigilant then why majority are found cheating.

C, supports the answer. It does not weaken it. The proctors being least vigilant means the student could cheat more in the exam ? So does not weaken the argument at all.all_is_well_13 wrote:I would go with C.
