A tough one

I will go with B, since I think it is the only option that remotely resembles a solution that the progressives were trying to do as depicted by the passage

1st Paragraph: last 3 lines tell about the shabby pictures of the industrialized America
2nd Paragraph: first 3-4 lines tells about "Progressives'" thinking pattern and battle for solution

Choice(B) closely resembles

(E) is trap

Yes OA is B indeed.

I would say 'A' is a trap rather than 'E'.
The passage does not say anything about C, D, and E.
