my guess would be

(1) is insufficient, it states that for the relationship between green and blue is 1:2

(2) is insufficient, the relationship given is 1 red : 3 blue


taking (1) and (2) together the relationship between green and red is 3:2
so answer (C)

B=2G from statement 1
B=3R from statement 2
G/R=3/2 using both statements

SO the answer is C.
