Can someone please explain why? I simply dont understand why B is incorrect.

B is incorrect because of the verb "has". We need a singular verb. Only C and D has that. D is incorrect because of the word "because".

IN "b" "rising priceS(rising- adjective, prices-noun)" plural subject, doesnt agree with singular "has created" and thus wrong.
correct answer is "c"

It might help to have some formal learning on this, so you don't have to depend upon your eyes.
Rising in rising prices is used as an Adjective (telling us an attribute of the noun prices). As you would know, Verbs are decided on the basis of nouns, not Adjectives.
Hence, prices determines that the verb should be plural.
