Hi,

I thought the answer would be E) but actually C) seems to be the correct answer... Can anyone explain why? Thank you!

You have to deduct 1 inch twice from each of the sides of the outer
square to get the side for the inner square

So, 9 - 2 = 7 and hence perimeter is 28

Width = 1
When perimeter of outer frame = 2L + 2B = 36
L+B=18; Now deduct 2 from L and 2 from B
Sum = 2(L-2)+2(B-2)=2L+2B-4-4=2L+2B-8
= 36-8 = 28
