Statement 1 is not sufficient because we don't know how much time she has, and Statement 2 is not sufficient because we don't know how many steaks she needs. Using both, it will take her at most 4*7 = 28 minutes to grill four steaks, so if she has 30 minutes, she has enough time, and the two Statements together are sufficient and the answer is C.
