Let x = the number of children receiving 2 candies each and y = the number of children receiving 1 candy each.
Thus:
Total number of candies = 2x + y.
Question stem, rephrased:
What is the value of x?

Statement 1:
Of every 4 children, 1 receives 2 candies and 3 each receive 1 candy.
Implication:
x/y = 1/3
Here, the value of x can be any positive integer.
INSUFFICIENT.

Statement 2:
2x + y = 15
Here, the value of x can be any positive integer between 1 and 7, inclusive.
INSUFFICIENT.

Statements combined:
Since we have 2 variables (x and y) and 2 distinct linear equations (x/y = 1/3 and 2x+y=15), we can solve for the 2 variables.
Thus, the value of x can be determined.
SUFFICIENT.

The correct answer is C.
