Recently, the tuition at most elite private colleges has been rising faster than inflation. OPTION A :- INCORRECT
This question doesn't evaluate the argument because if affluent family prefers public to private college, it means that the college might be dominated by the low and middle income families who can barely afford tuition, and with the new development in the tuition fee, the college might be left unattended because it won't be affordable for the economic disadvantaged families.

OPTION B :- INCORRECT
If the low and middle income families are not qualified for private colleges, then the argument shouldn't be in existence because the middle income families wont be considered if their children are not qualified.

OPTION C :- INCORRECT
well, this question doesn't evaluate the argument because from the onset, both the low and middle class families cant afford the tuition with the new increased tuition, it will be quite impossible to afford such tuition.

OPTION D :- INCORRECT
This is an already established fact in the argument and isn't very much useful nor evaluates the argument.

OPTION E :- CORRECT
If grants and scholarships are provided for the economically disadvantaged, it will help them enable to afford the new tuition issued by the private college s as well as private colleges won't only cater for the affluent families only but also the middle and low income families.
